The extension of the concession to letters from members of

the Navy is exceptional; but the Postlastor General soes no

great objection to it as an individual act on the part of the

Colony. As regards letters fr other British Colonies and

from both voleliar, rodilors Possessions, it will be necessary for the Post Office of Hong

Kong to seek the concurrence of the Post Offices of destination

concerned in order to avoid the surcharging of the correspondence

by the latter.
